Mercer was born in Watertown to Doris (Miller) Kreuziger and Roland Mercer. He served in the U.S. Army, stationed in Germany.
While working in Milwaukee, he met his future wife, Judith Zblewski. The couple married on Oct. 24, 1964.
In the early years of their marriage, Mercer worked for various drywall companies before starting his own business, Drywall Decorators, Repair Specialists. He owned the business until his retirement.
