‘Peeping tom,’ with criminal history dating back to ’98, arrested by SPPD

STEVENS POINT — A 60-year-old Whitewater man has been arrested after a months-long investigation into reports of a man peering into windows and secretly recording people inside their homes.
Police were first called March 9 to the 300 block of Michigan Avenue for a report of a man on private property looking through windows. Officers located the suspect, identified as Keith A. Larson, who tried to run and hide before being taken into custody.
Larson was initially arrested on suspicion of disorderly conduct and a probation violation. The case was later assigned to the department’s investigations bureau for follow-up.
During the investigation, detectives uncovered what they described as a long history of similar “peeping tom”-type behavior dating back to 1998. A search of Larson’s phone revealed he had been recording and photographing people through the windows of their homes without their knowledge.
Investigators spent hours working to identify and notify victims tied to the case, according to a news release from the Stevens Point Police Department.
Larson now faces 22 counts of capturing an intimate representation, 18 counts of invading privacy and two counts of attempted capture of an intimate representation. Police said he was already on probation for similar charges stemming from a 2023 case in Whitewater.
Authorities said the investigation involved extensive work by officers to identify victims and build the case, noting the alleged conduct violated people’s privacy in their own homes.
Larson is currently being held in a Whitewater jail on a probation violation. It was not immediately clear when he would make an appearance in Portage County court.
