New Urban Grant Program Modules Available in BITS

New BITS Modules: UNPS Construction and Urban TRM

On Monday, Sept. 26, the Wisconsin Department of Natural Resources (DNR) will launch two new modules in the BMP Implementation Tracking System (BITS). These modules will be used for submitting final reports for two Urban Nonpoint Source & Storm Water Management Grant (UNPS&SW) programs: Urban Nonpoint Source Construction (UNPS Construction) grants and Urban Targeted Runoff Management (Urban TRM) grants.

DNR’s BITS online submission portal is used to track best management practices (BMPs) implemented through certain pollution abatement programs. With the addition of these two new modules, BITS now includes five pollution abatement program modules: the Targeted Runoff Management (TRM) grant program, the Notice of Discharge (NOD) grant program, the Multi-Discharger Variance (MDV), and the now the UNPS Construction and Urban TRM grant programs.

About the UNPS Construction and Urban TRM Modules

Similar to the existing TRM and NOD modules, the UNPS Construction and Urban TRM modules enable users to submit spatial and quantitative data about practices implemented with UNPS&SW grant funds, a required step in the reimbursement process. Prior to these modules’ release in BITS, this step was completed using form 3400-189U [link must be opened in Internet Explorer].

Note that the UNPS Planning grant final report will still be submitted using form 3400-189P. An additional BITS module for the UNPS Planning grant program will be developed in the future.

UNPS Construction and Urban TRM Module Rollout

The following timeline outlines when the UNPS Construction and Urban TRM modules will go live. Additional time has been incorporated to allow flexibility in switching over to the new workflow.

  • The UNPS Construction and Urban TRM modules will be available in BITS beginning on Monday, Sept. 26, 2022. On that date, users can access the module to submit UNPS Construction and Urban TRM final reports. The use of BITS for UNPS Construction or Urban TRM final reports is recommended, but not required at this time.
  • UNPS Construction and Urban TRM grantees submitting final reports on or after Dec. 5, 2022 are required to use BITS. This is the cutover date after which all UNPS Construction and Urban TRM final reports must be submitted in BITS. Between Sept. 26 and Dec. 5, grantees will have a choice between submitting the historical PDF form 3400-189U [link must be opened in Internet Explorer] or using BITS.

Documentation and Training Resources

  • For individuals that have used the TRM or NOD modules, the new UNPS Construction and Urban TRM modules are similar. There are some new activities available that apply only to urban grant programs.
  • New UNPS Construction and Urban TRM User Manuals and Quick Reference Guides will be available soon on the BITS DNR webpage. Additionally, video tutorials will be available in the coming weeks.
