City Plan Commission to review zoning code rewrite progress on Monday

STEVENS POINT — Members of the City Plan Commission on April 7 will receive an update on the ongoing zoning ordinance rewrite, a comprehensive overhaul that city officials say will shape future development and public engagement for years to come.

Associate Planner Adam Kuhn will brief the Commission on several developments made in March, including the hiring of a planning intern, the launch of a project website, and plans for more than a dozen public informational meetings scheduled between May and October.

The rewrite is expected to modernize zoning regulations and better align them with the city’s comprehensive plan, environmental priorities, and neighborhood character, Kuhn said.

To assist in the rewrite, Anna Menominee, a senior studying conservation and community planning at UW-Stevens Point, will return as a summer intern. Menominee previously worked with the planning department and will focus on tasks such as community surveys, ordinance drafting, and stakeholder coordination.

Kuhn will also introduce the city’s new zoning rewrite website — stevenspoint.com/1463/Zoning-Code-Rewrite — which includes updates, event schedules, and opportunities for public feedback.

Thirteen regional meetings are planned to gather input on the new zoning framework. Eight have been scheduled so far:

    • May 20, 5:30 pm – Northside (District 2)
      Pfiffner Building

    • June 4, 4:00 pm – Business & Industrial Park (District 3)
      Stevens Point Transportation, 2700 Week St.

    • June 10, 6:00 pm – Stanley Street (District 8)
      St. Paul’s UMC, 600 Wilshire Blvd.

    • June 23, 5:00 pm – McDill Pond (District 10)
      The Commons Atrium, 2801 Hoover Rd.

    • July 8, 5:30 pm – Westside (District 6)
      MSTC CER 634/635, 1001 Centerpoint Dr.

    • July 24, 5:30 pm – Highway 10 (District 9)
      Beloved Community Church, 900 Brilowski Rd.

    • August 19, 5:00 pm – Jefferson & Dixon Sts. (District 5)
      Seramur Park, 1401 East Ave.

    • October 9, 5:30 pm – Ice Cream District (District 6)
      MSTC CER 634/635, 1001 Centerpoint Dr.

Meetings for Downtown, Campus, District 11, District 1/Division Street, and Church and Patch streets are still being scheduled.

“This is a big lift,” Kuhn wrote in a memo to Commissioners, “but we’re taking the time to get feedback from residents in every part of the city.”

In May, the city will also review the city’s standards for evaluating zoning requests, including conditional use permits, rezonings, and comprehensive plan amendments. Commissioners will be asked to consider whether current standards sufficiently address design, environmental, and traffic concerns — particularly in groundwater protection zones.

The zoning ordinance rewrite is expected to continue into 2026. Updates and meeting details are posted on the city’s website.

The Plan Commission meets at 6 p.m. on Monday, April 7, in the Community Room at the Stevens Point Police Department, 933 Michigan Ave. The meeting is open to the public.
